The first filibuster occurred in 1790, when senators from Virginia and South Carolina tried to prevent the U.S. capital from relocating to Philadelphia. The blocking measure didn't last long, and Congress was moved from New York to Philadelphia, temporarily, while a new federal city was constructed on the Potomac River.
