I have not read Norrell's book, but did read Shelby Steele's review in theIHT.
From that review, I see very little interpretatively that we did not discuss in our brief pages about Washington in American Statesmen on Slavery and the Negro (1971), a Conservative Book Club selection, which Choice the Librarians Journal, selected as one of the Ten Outstanding History Books of that year. Incidentally, Lew Rockwell was our Editor at Arlington House
