BRUCE BARTLETT ON A CARBON TAX VS. CAP-AND-TRADE

Several days ago Aeon J. Skoble encouraged a discussion of the “Cap-and-Trade” issue.
Here is an excellent piece on that, comparing it to a Carbon Tax, by historian and Forbes magazine columnist, Bruce Bartlett: A Carbon Tax is Better than a Cap-and-Trade.

For a discussion of other of Mr. Bartlett’s work, see my article at HNN from several years ago:
Bartlett Review.

I totally do not understand that carbon tax idea. How would that help the economy? I understand the concept is that companies will be forced to invest in reducing carbon emmission to eliminate the tax burden but if you think about it they will have now to spend twice, pay dollars for the tax and then dollars for improving their system (if possible at all). There must be a better way. Another thing tried with Carbon is what is know as carbon offsetting - did not work well either you can read about it here http://www.articlecat.com/Article/What-Does-the-Term-Carbon-Offset-Mean-Exactly-/63392 if you do not know it already
