The Washington Post has a profile of 58 year old John Agresto, who was charged with rebuilding Iraq's system of higher education.

The Wall Street Journal has a profile of 24 year old Jay Hallen, who was charged with rebuilding Iraq's financial markets.

From an American perspective, at least, Agresto seems quite well qualified. Hallen's appointment must have been, ah, a function of"poor planning." Thanks to American Amnesia and Atrios for the tips.
