It is written by one of those "The South shall Rise Again" guys with Confederate flags everywhere (at least by his talk), but it gives the info you are looking for. Yes, restoring his citizenship was one of Lot's first major issues.
Odd tangent: do I live in the only state south of the Mason-Dixie (Texas) that knows that A: the Confederacy lost, B: The Confederates were traitors (by definition) that deserved their citizenship to be revoked, and C: The South is no longer what it was back then, DEAL WITH IT!
