Good question. In principle, victims should sue those who authorize and perpetrate the offense not innocent taxpayers. I realize that no collection of officials have enough personal assets to repair Iraq's society.

The petition also blames the US govt for exacerbating 'sectarian tensions' by supporting the present Iraqi govt. This is tosh; the divisions run very, very deep; the current Iraqi govt is essentially a bystander. In short, even these 'internationalists' regard non-Americans as puppets, with no will or history of their own. No matter. JUST GO!!!
